First, nothing gets worked twice: `sha256` is the digest of the file exactly as received, so an identical file arriving again is recognisable before anybody starts reading it — `received` lists every time it turned up. Second, nothing gets missed: an agent producing these briefs can fetch this file, compare it against what it has sent, and name anything absent. `status` is the honest state of the work, not an intention. `produced` names what exists because of the item, with URLs that can be checked.
